LaTanya BellowLaTanya has over 20 years of experience in Human Resources with a mix of special districts and public sector agencies. She is a strategic leader adept at moving HR staff from the administrative and tactical to becoming internal change agents and strategic business partners. Currently, LaTanya is the Human Resources Director for the City of Berkeley where she directs all activities of the Human Resources Department, including administration of the City’s merit system, the equal employment opportunity and diversity program, classification and salary administration, labor relations and negotiations, and assisting departments on personnel matters. Previously, she has served Human Resources Director for the City of South San Francisco, City of San Leandro. Human Resources Manager for the City of Hayward, and California State University, East Bay Foundation and with the Alameda County Superior Court as a Principal Analyst.

The experience and areas of expertise LaTanya offers in the field of Human Resources is well respected amongst her colleagues and staff. LaTanya is a 2016 Distinguished Speaker for the Northern California Chapter of the International Public Management Association (NCCIPMA) as well as a recipient of their 2017 Agency Award of Excellence for the Succession Development Program Initiative and the 2015 Award of Excellence for innovation and implementation of Human Resources Technology. During the 2019 California Chief Officer Leadership Symposium, Ms. Bellow taught on Complex Human Resources Issues for Chiefs as well as during the Women’s Leadership Summit, hosted by the Municipal Management Association of Northern California (MMANC), LaTanya served as an Executive Panelist. LaTanya has a Masters of Public Administration (MPA) degree (concentration in Human Resources Management), and a Bachelor of Science in Business Administration, both from California State University, East Bay. She is a certified Professional in Human Resources (P.H.R.) and is a member of the Association of Workplace Investigators (AWI). She currently serves in her third term as President for the Personnel & Employee Relations Department for the League of California Cities. Served as Community Service Policy member from 2010-2016 and currently serves on the Housing and Economic Development Committee for the League of California Cities since 2016. She also serves as a committee member to the California Public Employers Labor Relations Association Program (CALPELRA).
