In March 2021, Carol Isen assumed the role of Human Resources Director and is working to maintain fair, equitable, safe and inclusive workplaces for the City and County of San Francisco. She has been involved with San Francisco City government since 1984. During her long association, she has worked closely with countless City employees at all levels, from student trainees to appointing officers. Ms. Isen has supported elected officials on policy, employment and labor relations matters. She has been deeply and actively involved in transformative changes to the City’s governance and human resources structure, such as Charter amendments creating the Department of Human Resources and establishing the City’s now long-standing and unique local rules governing collective bargaining.

Until her appointment as Human Resources Director by Mayor London Breed, she served as the City’s Employee Relations Director in the Department of Human Resources for four years. Ms. Isen was the Chief Labor Relations Officer for SF Bay Area Rapid Transit and the Director of Labor Relations and Community Programs for the San Francisco Public Utilities Commission. She spent nearly 20 years as an organizer, negotiator and Associate Director for the International Federation of Professional and Technical Engineers (IFPTE), Local 21. In that capacity she served on the Alameda and San Francisco Labor Council as executive board member and delegate, and as Vice President of the IFPTE.

Ms. Isen received her MA degree from the University of Michigan, Residential College, and her MA Degree from the University of California at Berkeley, Department of City and Regional Planning. She is a native of Buffalo, New York and has lived in the Bay Area since 1984.
