Harvey Levine was the City Attorney of Fremont, CA for 26 years, retiring from his position in May 2021 to launch his own practice, Levine Law Services. A Political Science Major at UCLA he then studied Public Administration at Cal State Hayward and graduated from U.C. Hastings. Harvey’s two years with the newly-minted California Coastal Commission after law school was the most cutting edge and improvisational experience a young lawyer could hope for.
Pursuing an impact on the local level, Harvey was hired as Pleasanton’s first Deputy City Attorney. Two years later, he was appointed City Attorney, making him the youngest City Attorney in the Bay Area at the time. He then joined the City of San Jose City Attorney’s Office as one of two Assistants, managing the 10-attorney Advice Division. In 1985, he joined the San Jose firm, Howell and Halgrimson, opening their Pleasanton office. He spent the next 10 years working with private clients and public agencies on complex development projects.
In 1995, the City of Fremont recruited him, and Harvey found his professional home as the City Attorney of the fourth largest city in the Bay Area. He enjoyed his 26 years with Fremont working with amazing City Councils, City Managers, public servants, and community leaders. His hallmark was the signature partnerships he forged with City Managers and their teams, collaborating to meet the challenges of an urbanizing, dynamic city. Harvey views the law as a tool to solve problems and meet community needs.
He is looking forward to applying his extensive experience in municipal law, bridging the gap between private interests and public needs, and complex, strategic negotiations to assist clients through his expanding law practice.
