ABOUT

Mariam Morley joined the firm after working for more than 28 years as a Deputy City Attorney for the City and County of San Francisco. She brings a wealth of experience advising public agencies to Renne Public Law Group. Mariam’s wide-ranging areas of expertise include open meeting laws, Public Records Act requirements, disability rights laws, public contracting and transportation law.

During her tenure with the San Francisco City Attorney’s Office, Mariam served as general counsel to a variety of City departments, including the San Francisco Recreation and Parks Department, the Police Commission, the Rent Board, the Public Library and the Health Services System. Mariam also represented the San Francisco Unified School District, the Mayor’s Office on Disability, the Civil Grand Jury, the Office of Citizen Complaints, the Commission on the Status of Women and the Municipal Transportation Authority and supervised attorneys representing the Fire Commission, the Adult and Juvenile Probation Departments and the Police Department.

Prior to working for the San Francisco City Attorney, Mariam clerked for Chief Justice Rose Bird of the California Supreme Court and was a staff attorney for the Ninth Circuit Court of Appeals.

REPRESENTATIVE EXPERIENCE

Mariam’s work for the City of San Francisco included:

  • Coordinating all advice to City departments to ensure every City program is accessible to individuals with disabilities and providing training to each City department on compliance with state and federal disability rights laws.
  • Drafting and reviewing transportation-related contracts and agreements and drafting amendments to the San Francisco Transportation Code, including several major revisions of the City’s regulations of motor vehicles for hire.
  • Advising the mayor, members of the board of supervisors, numerous boards, commissions and department heads on compliance with the Brown Act, the Public Records Act, Government Code Section 1090 and other governmental ethics laws.
  • Drafting ordinances and several major amendments to the City’s Charter, including an overhaul of the City’s budget process.
  • Serving as counsel to the Police Commission in police officer disciplinary proceedings and advising the Commission on public safety initiatives, including amendments to the Police Department’s general orders.
  • Negotiating, drafting and approving agreements between the Recreation and Park Department and nonprofit organizations to create public/private partnerships.
