Matthew Dill is an Of Counsel with over 14 years of experience representing government agencies in complex litigation and high-level advisory roles. Based in Southern California, his practice focuses on complex civil litigation and public law, advising clients on property tax disputes, public sector governance, elections law and regulatory oversight.

Matt approaches complex legal challenges with sound judgment, a collaborative spirit and a deep commitment to public interest law. He is particularly focused on property tax dispute matters, an area where he combines sophisticated statutory interpretation and keen litigation strategy to achieve a meaningful public impact.

Prior to joining Renne Public Law Group, Matt served as senior deputy county counsel for the Los Angeles County Office of County Counsel. In this role, he acted as senior litigation counsel and a principal legal advisor to major county departments, commissions and leadership, including the Treasurer and Tax Collector, the Registrar-Recorder/County Clerk and the Sheriff Civilian Oversight Commission. His extensive background includes leading high-impact civil litigation in state and federal courts involving tax sale challenges, distribution of excess proceeds, bankruptcy proceedings, class actions and quiet title actions involving lien priority. He also managed complex writs and electoral disputes, provided strategic guidance on countywide redistricting and drafted key legislative initiatives, such as the county’s cannabis business tax and short-term rentals registration ordinances. Matt was also selected to evaluate countywide legal risks on the County Counsel’s Presidential Administration Transition Team.

Earlier in his career, Matt dedicated his practice to public interest advocacy, representing children and parents in contested juvenile court dependency proceedings with the Children’s Law Center of Los Angeles and Los Angeles Dependency Lawyers, Inc. In addition to his legal career, Matt is a veteran who served as a captain in the U.S. Army Reserve Judge Advocate General’s Corps from 2013 to 2022. His military service as a special victims counsel, trial counsel and legal assistance attorney strengthened his courtroom advocacy, leadership and steady judgment under high-pressure conditions.

REPRESENTATIVE EXPERIENCE

  • Lead and oversaw complex civil litigation in state and federal courts, specializing in property tax disputes, tax sale challenges, bankruptcy proceedings, class actions and quiet title actions involving lien priority.
  • Served as principal legal advisor to major public entities, including the Los Angeles County Treasurer and Tax Collector, Registrar-Recorder/County Clerk and Sheriff Civilian Oversight Commission, on high-risk constitutional, statutory and regulatory matters.
  • Advised public officials and multiple agencies on elections law, campaign finance, public sector governance, countywide redistricting and compliance with the Brown Act and Public Records Act.
  • Drafted local ballot measures, county charter and ordinance amendments and proposed state legislation, including cannabis business taxes and short-term rentals registration.
  • Represented victims, prosecuted criminal cases and advised military leadership and service members on a broad range of civil and operational legal issues as a captain in the U.S. Army Reserve Judge Advocate General’s Corps.
  • Litigated high-volume dependency cases, conducted investigations and advocated in contested hearings on behalf of children and parents in juvenile court.
