Debra Gill Madge M. Blakey Award of Excellence

During the 2023 Annual California Public Employers Labor Relations Association (CALPELRA) Conference, Renne Public Management Group (RPMG) Consultant Debra Gill received the Madge M. Blakey Award of Excellence, which commends individuals for their exceptional contribution to the organization. CALPELRA provides training and professional development for California public sector labor and employment professionals.

After attending her first annual CALPELRA conference in 2005, Debra joined CALPELRA in 2006. She has served on the Board of Directors for six years and the Annual Conference Program Committee for seven years. In 2017, she chaired the Annual Conference. She served as CALPELRA Board President in 2022.

Debra’s impressive career, with service as Director of Human Resources and Labor Relations for the City of Pleasanton from 2015-2022, includes more than 22 years of public sector human resources experience. Earlier this year, she spent six months as the Interim HR Director for the Metropolitan Water District of Southern California. She holds a CALPELRA Labor Relations Academy Masters certification (CLRM), has shared her knowledge as an instructor in CALPELRA’s Academy programs and has developed new CALPELRA training programs and conference sessions. She now teaches “Managing Human Capital” for San Francisco State’s MPA program. In her new role with RPMG, she helps local governments, special districts and nonprofits address needs and challenges to achieve greater impact in communities across California.
