Rocky Lucia, Founding Principal, Rains Lucia Stern St. Phalle & Silver
Rockne (“Rocky”) A. Lucia, Jr. is a founding principal at Rains Lucia Stern St. Phalle & Silver, PC and manages the Collective Bargaining Practice Group representing more than 360 associations, 200 labor association clients, and over 60,000 public employees in California. Rocky represents and advises labor associations on all matters, including contract negotiations, grievances, unfair labor practices, bargaining unit certifications and modifications, meet and confer rights, pension rights, retirement benefits, fact‐finding, mediation and arbitration. Rocky has negotiated numerous collective bargaining agreements for labor clients.
In 1978 Rocky earned his undergraduate degree from St. Mary’s College of California. He began his career in labor relations in 1979, when he worked on peace officer legislation for the Peace Officers’ Research Association of California in Sacramento. In 1983 Rocky earned his law degree from the University of the Pacific, McGeorge School of Law, and later that year was admitted to practice law in California. Rocky is also admitted to practice in the Northern, Central, and Eastern Districts of the federal courts in California. Rocky is a featured speaker and instructor at various local, state and national seminars and forums on collective bargaining, pensions and retirement rights.
