Renne Public Law Group (RPLG) Founding Partner Jon Holtzman will speak at the California Lawyers Association’s (CLA) 2026 Public Sector Conference on May 1 in Sacramento. The conference brings together attorneys from across California to discuss recent developments and emerging issues in public sector labor and employment law.
During the conference, Jon will speak during a session entitled “Hard Hats and Quiet Bargaining: Behind the Growth of Project Labor Agreements in California,” alongside Weinberg, Roger & Rosenfeld Shareholder Jolene Kramer and Construction Trades Workforce Initiative Senior Policy & Public Affairs Manager Jordan Ackerman. The session will address the functionality, legal foundations, political impact and limitations of project labor agreements (PLA) — agreements under which all construction work on a project or series of projects is performed under union contracts — as well as tips for practical implementation.
As project labor agreements have expanded beyond large infrastructure projects to cover a wider range of public works, they have become an increasingly important consideration for public agencies undertaking construction projects. Negotiating these agreements involves balancing legal requirements with the interests of labor groups, contractors and public agencies.
“Modern PLAs have expanded to include many kinds and sizes of projects performed by public agencies.” said Jon. “While the debate continues, the growth of PLAs is undeniable.”
Jon has over 25 years of experience with drafting, negotiating, administering and defending PLAs to achieve efficient and effective outcomes for clients including Santa Clara Valley Transportation Authority, State Center Community College District and the City of Fresno.
