Jim RossRenne Public Law Group (RPLG) is proud to announce Of Counsel Jim Ross’s appointment as Interim County Counsel for Mendocino County. Appointed by the Mendocino County Board of Supervisors on Jan. 23, Jim brings nearly three decades of in-house county counsel experience to the role.

“I’m honored for the opportunity to serve Mendocino County during this important transition period for the office,” said Jim. “I look forward to working alongside the dedicated public servants in the Mendocino County Counsel’s Office to support their continued growth and ensure their transition to a permanent county counsel is successful.”

As part of his interim duties, Jim will perform all the functions of the County Counsel, including advising the Board of Supervisors and county departments on legal matters, directing the office, supervising deputy and assistant counsels and managing the budget. He will be supported by RPLG Of Counsel Rubin Cruse Jr., who brings significant experience from the Shasta County Counsel’s Office. The interim contract is effective through June 30, or until the county’s selection of a permanent county counsel—whichever comes sooner.

Prior to joining RPLG in September 2023, Jim spent nearly 20 years in the Shasta County Counsel’s Office, where he served several roles, including that of County Counsel. During his career, he has advised governing bodies and departments on the full range of legal issues faced by local government agencies. In 2023, Jim was recognized for his outstanding service by the County Counsel Association of California.

“As a firm, RPLG is uniquely situated to step into this interim role and provide exceptional leadership and service to counties. RPLG’s roster of attorneys bring a wealth of experience and expertise in public agency law and, specifically, the legal issues faced by counties, cities and special districts,” said Jim, who also noted that, “Between the two of us, Rubin and I bring more than 50 years of combined county counsel experience to the table.”

In accepting his recent appointment, Jim expressed his appreciation to the Mendocino County Board of Supervisors and County staff and emphasized his commitment to facilitating a smooth and successful transition for the County through its selection of a permanent County Counsel.

“My focus is on providing support to the Board of Supervisors, the County Counsel’s Office’s attorneys and staff, the CEO and the County’s department heads and staff during this time of transition,” he said.
