The Daily Journal has honored Renne Public Law Group (RPLG) Partner Ryan McGinley-Stempel among its “Top 40 Under 40” for 2023, recognizing his ability to help public agencies navigate complex legal obstacles.

Certified by the State Bar of California as a Specialist in Appellate Law and the head of RPLG’s Writs & Appeals Practice, Ryan has recently helped clients obtain review from the California Supreme Court in cases involving public employment and property assessments.
In addition to his work before the California Supreme Court, Ryan has represented public agencies in state and federal proceedings involving the Federal and California Constitutions, Title IX, Title VII, the County Employees Retirement Law of 1937, the Meyers-Milias Brown Act, the Fair Employment and Housing Act, the Public Records Act and the Fair Labor Standards Act. Ryan also has advised clients on issues involving worker classification, Joint Powers Authority creation, employee drug testing and the COVID-19 pandemic.
Since 2020, Ryan has collaborated with Founding Partners Art Hartinger and Jon Holtzman as a principal contributing editor for The Rutter Group’s California Practice Guide: Public Sector Employment Litigation, an all-encompassing guide to lawsuits involving public employees and public agencies in California.
Before joining RPLG, Ryan served as a law clerk at the California Supreme Court, the U.S. Court of Appeals for the Tenth Circuit and the U.S. District Court for the Southern District of Texas.
