Renne Public Law Group (RPLG) attorneys will join city attorneys from across California at the League of California Cities 2026 City Attorneys Spring Conference, taking place May 13–15 in Universal City. The firm will lead two sessions addressing critical legal issues facing municipal governments.

On Thursday, May 14, Partner and Head of Government Practice Rubin E. Cruse, Jr. and Of Counsel Glen Hansen will be part of the panel “The Future of Impact Fees and Tiered Rates,” analyzing the implications of the significant Sheetz v. County of El Dorado Supreme Court decision, and how local governments can assess and defend development impact fees, key revenue sources for infrastructure and public services.

Later that afternoon, Partner and Head of Affirmative Litigation Practice Jim Ross will participate in a session entitled “Preserving Local Control and Litigating Federal Grant Conditions,” examining the complex legal landscape surrounding federal funding requirements and how coalitions of local governments have recently navigated disputes over grant compliance and newly imposed conditions.

The conference brings together city attorneys for in-depth discussions on the latest municipal law issues, including artificial intelligence, housing, high-profile investigations, public records act requests and litigation updates covering land use, the California Environmental Quality Act, municipal torts and employment law.

“It is always a real treat to spend quality time with and learn from city attorneys from throughout the state,” said Founding Partner Jon Holtzman. “This year, we are especially looking forward to discussing our recent affirmative litigation cases, including our aimed cases at preserving funding for local government.”

RPLG’s presenters will be joined at the conference by Jon, Partner and Head of Investigations Practice Karen Carrera, Partner and Head of Appellate Practice Ryan McGinley-Stempel, Of Counsel Jannie Quinn, Senior Associate Cary Zuk, Associates Taylor Cole and Zoe Tatarsky and Marketing Coordinator Bobby Groth.

RPLG practices throughout California, advising and advocating for public agencies and nonprofits, providing courageous, creative and responsive solutions.
